Reads the local radio (USB) and its remote partner over the air. Pairing‑critical fields (NETID, AIR_SPEED, MIN/MAX_FREQ, NUM_CHANNELS, ECC) must match within a pair — any mismatch is flagged. “Apply” writes the remote side first, then local, so you don't strand the remote radio.
